Extend the current custom duty exemptions for proton-exchange membrane (PEM) electrolyzer components and catalyst metal imports until 2030.

Establish strategic green hydrogen bunkering zones at Kandla and Tuticorin deep-water ports to support international clean shipping SLOC transit.

India is uniquely positioned to lead the global green hydrogen revolution. With abundant solar irradiance and a robust digital public infrastructure grid, Bharat can manufacture green ammonia at the lowest levelized cost globally. However, industrial integration requires statutory purchase mandates and immediate structural tariff protections.

Strategic Action Pathways

1. Fertilizer & Refinery Mandates: Hard-to-abate sectors represent the primary domestic consumption target. Implementing strict consumption quotas will create a stable, risk-free buyback corridor for local clean developers.

2. Supply Chain Resiliency: Electrolyzer fabrication remains heavily reliant on imported catalyst minerals. Establishing local manufacturing incentives will mitigate supply chain bottlenecks in the long-term.
